Contract negotiations are never easy, but this past year’s have been particularly difficult for Joseph Hansen and the United Food and Commercial Workers International Union.

At issue is the 11,000-page Affordable Care Act, which has presented the union and retail employers with a tangled web of regulations. Contract provisions that work in one state, they’ve found, may not work in another, while the newness of the legislation makes it difficult to predict how things will play out.
