SYRACUSE, N.Y. - Francis D. Price Jr., vice president and general counsel of Penn Traffic here, has resigned, Penn Traffic said in a government filing Wednesday. The retailer said Price resigned effective Nov. 10 and would receive severance payments under the company's current plan, but did not give a reason for his departure. Earlier this year Deloitte & Touche resigned as Penn Traffic's accounting firm, saying it was "unwilling to rely on representations from the company's internal general counsel" on matters concerning an investigation into its accounting practices.
