Powell will direct internal audit services for all three grocery store chains. He reports directly to Arthur Goss, director of internal audit for Delhaize Group, Brussels, Belgium, the parent company of Delhaize America.

Prior to his promotion Powell was information technology audit manager for Food Lion. Before joining Food Lion he was a senior manager in information systems for Ernst & Young, New York.

Food Lion names Ross to marketing post

SALISBURY, N.C. -- Food Lion here named David Ross as its new director of brand and consumer insight, a newly created position. Ross and a team of associates will conduct marketing research to refine and enhance Food Lion's consumer knowledge and to help the company refine its product offerings.

Prior to joining Food Lion, Ross was a senior marketing manager for U.S. Playing Card Co., Cincinnati, the maker of Bicycle Playing Cards. He taught marketing as an adjunct professor at Xavier University and the University of Ohio before that. Earlier in his career, Ross served in a variety of marketing and sales positions with Borden, Columbus, Ohio; O.M. Scott & Sons, Sherwin-Williams, Cleveland; and E.I. Dupont deMours.

McMurray joins Topco Associates

SKOKIE, Ill. -- Topco Associates here said David McMurray has joined the company as vice president, best practices and cost containment. He will be responsible for an ongoing initiative at Topco aimed at expanding purchasing best practices throughout the organization. He will also lead the purchasing activities of the organization's equipment and supplies, and business services programs.

Prior to joining Topco, McMurray held management positions in the purchasing areas of Kraft Foods, Northfield, Ill., and Alliant Foodservice, Deerfield, Ill.

Haggen names director of planning

BELLINGHAM, Wash. -- Haggen here said Becky Skaggs has been named director of strategic planning for the company. Skaggs will be responsible for consumer research, public relations, charitable giving and strategic projects.

Prior to her promotion, Skaggs served in a variety of positions in Haggen's corporate office. Skaggs is also a member of the Food Marketing Institute's Market Research Committee and serves on the Northwest Advisory Board for Regence BlueShield.

Halligan to head up donations for Second Harvest

CHICAGO -- America's Second Harvest has named Michael J. Halligan as senior vice president in charge of food business development and logistics, effective immediately. Halligan is currently a senior manager at the Chicago-based Quaker Foods and Beverages unit of PepsiCo.

Halligan will be responsible for overseeing and managing the food procurement and logistical operations of America's Second Harvest, the nation's largest domestic hunger relief organization. He will also be responsible for enhancing the organization's existing relationships with food donors, increasing distribution of food to hungry people through supply chain synergies and strategic alliances, and developing new strategic donors.

Halligan has 20 years of experience at Quaker Oats in supply chain management and operations, as well as product development and marketing.

NGA appoints new public affairs director

ARLINGTON, Va. -- The National Grocers Association here appointed Michael D. Mason director of public affairs.

Prior to his appointment, Mason was news and media relations manager for the National Association of Convenience Stores for two years. Before that, he was the director of public affairs for the American Maritime Congress for five years. He has extensive experience in public affairs, media relations and communications.
