Kroger Expands Ruler Discount Chain to Ky.

CINCINNATI — Kroger Co. here has expanded its nascent discount format, Ruler Foods, to Kentucky for the first time, opening a 25,000-square-foot store Thursday in Henderson.

Ruler Foods is a limited-assortment discount format that grew from Kroger’s Jay C grocery stores in southern Indiana. The stores feature mainly Kroger brand private-label products and low everyday prices. Officials of Kroger did not return a call for further comment.
